Summary
This Governance Vote grants the designated Neverland team continuing authority to evaluate, configure, deploy, operate, expand, and contain tokenized stock reserves and markets across chains selected for Neverland deployment.

Background

Proposal
If approved, the designated Neverland team is authorized to:
- Select chains for tokenized stock deployments and determine the market topology for each deployment.
- Run risk analysis, prepare supporting reports, and pass or reject reserves and markets for activation, expansion, or continued operation.
- List additional tokenized stocks, expand existing reserves and markets, or contain them through freezing, pausing, disabling, capping, delisting, unwinding, or other necessary adjustments.
- Choose and configure oracle paths, wrappers, adapters, risk settings, caps, collateral and debt permissions, isolation settings, and other market controls.
- Deploy or coordinate the required contracts and supporting systems, complete role handoffs, verify configuration, and integrate monitoring and user-facing systems.
- Set the initial tokenomics and incentive design required for each new chain or market, and maintain or adjust those choices within the mandate.
Risk Considerations
The main risks are issuer and contract dependencies, oracle quality, limited liquidity during liquidations or market reductions, chain and infrastructure failures, and incorrect parameters or permissions. The mandate also concentrates operational decisions in the designated team, requiring accountable operators, documented decisions, access controls, and monitoring.
The team will favor conservative limits, observable evidence, and reversible actions where possible. Existing security review, access-control, emergency-control, and timelock requirements remain applicable.
